Agenda item 4. Other Matters: Review of the functioning of FINGOV by the CND and CCPCJ in 2013
The Commission on Narcotic Drugs (CND) through its resolution 52/13 and the Commission
on Crime Prevention and Criminal Justice (CCPCJ), through its Resolution 18/3,
have defined the clear mandate for the standing open-ended intergovernmental working
group on improving the governance and financial situation of the United Nations
Office on Drugs and Crime. The essence of the mandate of the Working Group to
improve the administrative, financial and programmatic functioning of UNODC should
remain the bedrock of the Working Group.
The Group of G-77 and China considers
that FINGOV could become more useful through an enhanced engagement of all Member
States in the financial and governance matters of UNODC. This objective could
be best achieved through, among others, the following elements
A structured
draft Agenda duly approved by Member States is the basis of negotiations under
the Working Group. Such negotiations should result in concrete proposals that
would contribute to the improvement of financial and governance situation of UNODC.
The Group welcomes developing an annual structured working plan, duly approved
by Member States, and recommends that the same practice being followed for the
subsequent years.

The working documents including the draft thematic reports should be circulated
at least one month in advance of the meeting.
There should be more than two
formal meetings of FINGOV per year.
Distributing summary reports of the sessions
by the Co-Chairs is appreciated. Such reports could also be accumulated and organized
in a way to be used as background documents of the formal sessions of the Working
Group as well as for the purpose of the report of the Working Group to the Commissions.
Following the consensus of Member States on extension of the mandate of the
Working Group for 2 terms of 2 years, it looks appropriate to propose that the
Standing Open-ended Intergovernmental Working Group on Improving the Governance
and Financial Situation of the United Nations Office on Drugs and Crime becomes
a permanent consultative body of the Commissions, thus facilitating a more active
participation and engagement by all delegations based in Vienna.
