Statement of the Group of 77 and China during the IAEA Informal Programme and Budget Committee Meeting, on 3 December 2015, delivered by H.E. Ambassador Armin Andereya, PR of Chile
Mr. Chair,
The Group would like to thank the Secretariat for its presentations on financial implications of verification and monitoring in Iran in light of UN Security Council Resolution 2231 during the informal meetings of the Program and Budget Committee on 2nd and 29th October 2015.
The Group notes that the Board of Governors authorized the Director General to implement the necessary verification and monitoring of Iran’s nuclear-related commitments as set out in the JCPOA, and report accordingly, for the full duration of those commitments in light of Security Council resolution 2231 (2015), subject to the availability of funds and consistent with the Agency's standard safeguards practices. The Group hopes that implementation of the JCPOA would not result in any undue financial burden on the developing countries.
In this context, the Group will continue to engage in bi-lateral consultations to seek further clarifications in order to analyse all possible options.
The Group maintains its principled position with regard to the Regular Budget, which calls for a balanced distribution of the budget so as to reflect the equal importance of the three pillars of the Agency, namely the promotion of peaceful uses of nuclear technology, including technical cooperation, safety and safeguards.
