Statement of the G-77 and China during the Special session of the IAEA Board of Governors Meeting on 31 July 2013, delivered by H.E. Ambassador Yousif El Kordofani, PR

Mr. Chairman,
1. The Group of 77 and China takes this opportunity to commend you for your dedicated efforts to achieve consensus on the Chair's proposal for the Programme and Budget and the TCF targets for 2014-2015 contained in document GOV/2013/30/Rev.1.
2. The document under consideration seeks to address the interests of all member states. Even though it does not reflect the Group's position on matching increases in the regular budget with those in the TCF Targets, the Group, in the spirit of cooperation, has agreed to a compromise.
3. The Group welcomes the incremental increase in the second year of the Biennium for the TCF Targets starting from 2015. The Group further welcomes the use of the phrase "not less than" when referring to the Indicative Planning Figures for 2016-2017.
4. The Group wishes to appreciate the flexibility of the other groups and member states in this regard, and encourages such cooperation in the future for the greater benefit of all member states.

5. The Group reiterates its call for a balanced distribution of the budget, so as to reflect the equal importance of the three pillars of the Agency namely the promotion of peaceful uses of nuclear technology, including technical cooperation, safety and safeguards.
6. The Group underscores that the promotional activities of the Agency, delivered through technical cooperation, is the main statutory function of the Agency. The Group reiterates its considered view that the Agency's Technical Cooperation Programme and promotional activities are in greater need of sufficient, assured and predictable (SAP) resources than ever before.
7. The Group welcomes the establishment of a Working Group on financing the Agency's activities including to examine the ways and means to render resources for the Technical Cooperation Fund sufficient, assured and predictable.
