Statement by the Group of 77 and China during the tenth session of the Ad hoc Committee on Transnational Organized Crime, Vienna 17-28 July 2000 delivered by H.E. Ambassador Fructuoso Pittaluga-Fonseca, Permanent Representative of Uruguay

Mr. President,
On behalf of the G-77 and China, I would like to express our satisfaction for the conclusion of the work on the elaboration of a Draft Convention against Transnational Organized Crime, which has just been approved by this Committee. The negotiations were sometimes arduous and prolonged. However, the goodwill among the participating delegations enabled us to reach a general consensus. We are confident that the convention will quickly come into force in the near future.
The G-77 and China would like to reiterate that reinforcing the technical and economic cooperation internationally, which will give the countries the possibility to fulfill all the obligations arising out of this Convention. These commitments not only imply adaptation in national legislation and institutions related to the fight against organized crime, but also to the establishment of minimal socio-economic conditions to facilitate successful implementation of the Convention. The G-77 and China would like to reiterate what has been said during the 10th UN Congress on Crime and the Treatment of Offenders, in April this year - "no result could be achieved and permanently maintained without addressing the socio-economic roots of criminality".
Mr. President,
Let us now focus on the completion of the three additional protocols. As we have stressed on earlier occasions - the G-77 and China will strive to conclude the elaboration of these documents in order to fulfill the mandate given by the General Assembly. Nevertheless, the time constraints should not be allowed to compromise the quality of the texts, should be transparent and universally accepted.
Mr. President,
I would like to express my thanks to those countries, which have contributed substantially in order to enable the participation of delegates from least developed countries.
At the end of this 10th session of the Ad Hoc Committee on behalf of the G-77 and China and other delegations, I would also like to extend to you and to the other members of the Bureau our appreciation for the and effective manner in which you have conducted our work. Finally, I want to express our recognition to the Secretariat, including Interpreters and Conference Services of the Committee and to the Center for International Crime Prevention for the invaluable support they have provided all along. I would also like to thank the Chairman of the Consistency Group.
